From July 1 to 2, 2023, the 11th "Chinese Public Management Scholars Seminar" was held in Chengdu with the theme of "Public Management Theory and Policy Innovation in the New Journey of Chinese Path to Modernization". The conference was co-sponsored by Southwest University of Finance and Economics, Sun Yat-sen University, Xi'an Jiaotong University, and The China-America Association for Public Affairs. Wang Hui, a 2021-enrolled doctoral student of SSDPP, was present at the event.

Wang Hui gave a speech in Parallel Forum IV "Grassroots Governance", focusing on two topics, namely, "Policy Entrepreneurs" and "Grassroots Governance", and gave an academic report based on her systematic review and analysis. Wang Hui's viewpoint on how policy entrepreneurs promote innovation and change in grassroots governance mentioned in her speech has attracted positive responses from participating experts. Professor Li Ding, the conference moderator, and Associate Professor Chen Can, the commentator, also provided valuable suggestions and proposed academic viewpoints from multiple perspectives and levels.

This conference has, Wang Hui said, not only deepened her understanding of grassroots governance and policy innovation in China and broadened her horizons in public management research, but also made her have a deeper understanding of the close connection between scientific research and practical policies, as well as her sense of social responsibility.
